Yesterday I attended a round-table for Nominet’s revised proposal for allowing registrations directly under the .uk domain.

The Domain Name Service (DNS) which translates names to IP addresses (among many other things) is critical for humans using the Internet. Research by Slavko Gajin and Petar Bojovic presented at the TERENA Networking Conference indicates that mis-configurations are more common than we might hope. Getting DNS right often requires different organisations to have matching configurations: if my name server says that part of the name space is delegated to your name server then your name server needs to agree!

Under ICANN’s scheme to create new top level domains Nominet have applied to run two domains in cooperation with the Welsh Government: .wales and .cymru. Nominet are now consulting on how those domains should be operated.

Nominet have announced a consultation on allowing (someone with a very long memory has pointed out to me that this is actually re-allowing) the registration of domains directly under the .uk top level domain, as well as in the familiar second-level domains such as .ac.uk, .co.uk, .org.uk, etc. Illustrating the sort of domain that could become possible, the proposed service is called Direct.uk

Tuesday's parallel session on legal and regulatory issues will cover new measures for enforcing the law (including copyright and defamation) on line, as well as an update DNS and regulation. Also watch out for  a plenary talk on the future of network regulation on Wednesday.

With various Governments looking at the Domain Name Service (DNS) as a tool to implement national policy (for example the USA’s SOPA and PIPA proposals) Rod Rasmussen’s talk at the FIRST conference was a timely reminder of the possible problems with this approach.

Nominet's Issue Group on dealing with domain names used in connection with criminal activity has published its draft recommendations, which seem reassuringly close to the JANET submission to the original request for comments.

Last year's Digital Economy Act 2010 created a power (s.17) for a court to order a service provider to prevent access to a "location on the Internet" if that location was being used, or likely to be used, to infringe copyright. That power has not been brought into force and last January Ofcom were asked to report to the Government on whether such blocking could be effective. In the past week there have been two, apparently contradictory, developments.

Questions about my last posting on Nominet's DNS domain suspension discussions, have got me thinking a bit more about my idea of "domains registered for a criminal purpose". My suggestion is that these should be the only domains that a top-level registry can remove on its own, rather than asking for the decision to be taken by an independent authority.
